Ministry of Justice: Legislation on Artificial Intelligence and Low-Altitude Economy to Be Accelerated

On March 12, 2026, the Ministry of Justice (MOJ) stated at the “Ministers’ Corridor” of the Fourth Session of the 14th National People’s Congress that it will accelerate research and advancement of legislation in fields such as artificial intelligence and the low-altitude economy, and will revise the Road Traffic Safety Law and formulate Regulations on Airspace Management.

 

The Minister of Justice He Rong pointed out at the “Ministers’ Corridor” that, centering on issues of security, privacy, ethics, and allocation of liability arising from the rapid development of artificial intelligence, MOJ will accelerate the promotion of comprehensive national-level legislation on artificial intelligence, and will coordinate the alignment of relevant laws, departmental rules, technical standards, and ethical norms. With respect to acts such as using AI to generate audio and video of celebrities for false promotion, MOJ will, by improving policy norms and regulatory systems, strengthen the protection of civil rights such as the right to one’s portrait and the right to reputation, and promote the establishment of standards for determining tort liability and detailed rules on compensation. In the field of the low-altitude economy and unmanned aerial vehicles, MOJ will work with relevant departments to promote the formulation of Regulations on Airspace Management, systematically adjusting rules on the classification, use, and regulation of airspace, while at the same time promoting the revision of the Road Traffic Safety Law to respond to legal gaps in subject liability apportionment, accident determination, and other issues brought about by new forms of transportation such as autonomous driving.
