24 Departments Jointly Launch 2026 Special Action for Cross-Border Trade Facilitation

On March 16, 2026, the General Administration of Customs (GACC), together with 24 departments (including ‌Cyberspace Administration of China, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Transport, and the Ministry of Commerce), announced the launch of six-month Cross-Border Trade Facilitation Campaign in 2026.

 

The document specifies that the pilot cities for the 2026 special campaign have been expanded to 45, building on the previous year’s base, with 20 new cities added, including but not limited to Hohhot, Changchun, Suzhou, Jinhua, Quanzhou, Nanchang, Yantai, Wuhan, Changsha, Zhuhai, Nanning, Kunming, and Xi’an. The campaign focuses on key priorities such as optimizing and upgrading trade in goods, vigorously developing trade in services, and promoting innovative development in digital trade and green trade. A new round of 29 policy measures has been introduced, covering areas such as deepening innovations in customs clearance and supervision models for imports and exports, improving regulatory services for new forms of foreign trade like cross-border e-commerce, enhancing cross-border logistics transport and port clearance efficiency, strengthening the development of digital and intelligent ports and smart customs, advancing connectivity in standards and rules, and enhancing comprehensive services for enterprises.

 

GACC has concurrently compiled 144 facilitation measures issued over the years, facilitating the nationwide replication and promotion of 110 mature measures, which together with the newly introduced initiatives form a complementary policy toolkit.
