MOFCOM Issues Opinions to Promote Green and Low-Carbon Transformation of Foreign Trade

On October 30, 2025, the Ministry of Commerce released Implementation Opinions of the Ministry of Commerce on Expanding Green Trade (the “Opinions”), which took effect immediately.

The Opinions require foreign trade enterprises to strengthen training in green and low-carbon concepts, implement green design and certification, encourage the use of renewable energy and environmentally friendly packaging, and promote green logistics. They support third-party institutions in enhancing carbon footprint service capabilities. The Opinions promote the import and export of green and low-carbon products and technologies, improve standards for the import of renewable resources, and expand the import of green services. They strengthen participation in international green trade rules and promote international mutual recognition of green standards. Financial institutions are encouraged to innovate green financial products, build a carbon footprint database, improve the carbon pricing mechanism and green electricity trading. The Opinions also emphasize talent cultivation, statistical monitoring, and policy coordination to foster an environment for the development of green trade.
