Cybersecurity Law Amended to Strengthen Artificial Intelligence Governance

On October 28, the 18th Session of the Standing Committee of the 14th National People’s Congress voted to adopt the Decision on Amending the Cybersecurity Law, as released by Xinhua News Agency. The revised Cybersecurity Law will take effect on January 1, 2026.

This revision focuses on strengthening legal liabilities for cybersecurity and enhancing alignment and coordination with related laws. With respect to the governance and development of Artificial Intelligence, it clarifies that the state supports research on basic theories of Artificial Intelligence and research and development of key technologies, advances the construction of infrastructure such as training data resources and computing power, improves ethical norms for Artificial Intelligence, strengthens risk monitoring and assessment and safety supervision, and promotes the application and healthy development of Artificial Intelligence.
