NFRA Abolishes and Declares Invalid Certain Financial Regulatory Normative Documents

On October 16, 2025, the National Financial Regulatory Administration issued the Notice on Abolishing and Declaring Invalid Certain Normative Documents (the “Notice”), which took effect immediately, deciding to abolish 44 normative documents and declare 10 normative documents invalid.

The Notice concerns the banking and insurance sectors. Abolished documents include Measures for Administration of Objection Inquiry of Customer Risk Information by the China Banking Regulatory Commission, Guidelines for Administration of Operating License of Financing Guarantee Institutions, and Regulatory Rules on Scoring of Internal Control and Compliance for the Use of Insurance Funds, among others, and cover policies related to the opening-up of the banking industry in Hong Kong, China and Macao, China, as well as cross-border RMB settlement reinsurance business. The documents declared invalid involve matters such as the development of new-type rural financial institutions and provisions on the administration of insurance companies. The relevant business compliance requirements, supervisory standards, and certain cross-border business policies will no longer apply, and financial institutions must promptly adjust their compliance management and business processes.
