Five Departments Issue Document to Improve Overseas Comprehensive Service System

On October 14, 2025, the Ministry of Commerce, Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Industry and Information Technology, and State-owned Assets Supervision and Administration Commission of the State Council jointly issued the Guiding Opinions on Further Improving the Overseas Comprehensive Service System (the “Opinions”), which took effect immediately.

The Opinions set out sixteen measures across six areas: upgrading the Going Global Public Service Platform into a national-level Overseas Comprehensive Service Platform and optimizing service functions and efficiency; guiding localities to build online and offline one-stop service windows, encouraging innovative service models, and promoting regional coordination and resource integration; expanding the functions of overseas economic and trade cooperation zones, establishing Overseas Comprehensive Service Stations, and supporting enterprises in building international marketing networks; enriching bilateral cooperation mechanisms and improving mechanisms for the release of overseas security risk information and dispute resolution; enhancing professional service capabilities in law, finance, accounting, consulting, and intellectual property, and promoting innovation in service products; and strengthening the formulation of enterprise internationalization strategies, training in transnational business management, and compliance consulting services to improve the compliance level of overseas operations.
