Beijing Will Open Domestic Internet Virtual Private Network (VPN) Business to Foreign Investors

On October 18, 2021, The State Council released the Approval of Temporary Adjustment of Some Administrative Regulations and Department Rules Approved by the State Council in Beijing. It is clear that the domestic internet virtual private network business will be opened to foreign investors in Beijing.

Overseas telecom operators can provide domestic internet virtual private network services for foreign-invested companies in Beijing through the establishment of joint ventures (foreign ownership is capped at 50 percent). The Circular also intend to expand further opening in education, cultural tourism, audio and video productions, etc. Foreign investors are encouraged to invest in adult education and training, cultural and performing arts groups, and audio-visual productions. Beijing will further expand the opening of the service industry.
